Born on June 19, 1946 in Nizhniy Novgorod. Graduated from Kazan Chemical-Technological Institute and the faculty of manpower training of the KGB Higher School.

1969-1972 - senior foreman, then mechanical engineer and secretary of the komsomol organisation in the Kazan chemical plant n.a. V. Lenin.

1972-1983 – komsomol and party work.

1985-1992 - head of the division, deputy head of the department, secretary of the party committee, head of the department of the state security committee.

1992-1999 – deputy chairman of the state security committee of the Republic of Tatarstan.

1999-2004 – head of the federal security service directorate in the Republic of Tatarstan.

2004-2005 – deputy of the state council of the Republic of Tatarstan, chairman of the committee for legality, order and deputy ethics, member of the presidium of the RT state council.

Since April 29, 2005 – deputy chairman of the state сouncil of the Republic of Tatarstan.
