Finished the Almetyevsk vocational school of gas industry (1972), Ufa Petroleum Institute (1979), Saratov Higher Party School (1986).
Started career in 1963 as a turner at the gasoline plant n.a. Lenin Comsomol (Almetyevsk). From 1966 - driver in Almetyevburneft. After the military service in the Soviet Army (1966-1968) - metalworker in the oil directorate of Almetyevneft.
1970-1972 - instructor of the Almetyevsk City Committee of YCL (Young Communist League).
1972-1978 - instructor of the industrial/transport department of the CPSU.
1978-1980 - Deputy Chairman of the Executive Committee of the Almetyevsk City Soviet of People`s Deputies
1980-1985 - First Deputy Chairman of the Executive Committee of the Almetyevsk City Soviet of People`s Deputies.
1985-1987 - Secretary and then Second Secretary of the Almetyevsk City Committee of the CPSU.
1987-1988 - Head of the Almetyevsk Board for Preparation of the Process Liquid for Maintaining the Layer Pressure.
1988-1989 - Chairman of the Executive Committee of the Almetyevsk City Council of People`s Deputies.
1989-1990 - Minister of Trade of the Tatar ASSR.
1990- First secretary of the Almetyevsk City Committee of the CPSU.
1990-1991 - Deputy Chairman of the Council of Ministers of the Tatar SSR.
July 1991 - January 1995 - Chairman of the Supreme Council and State Council of the Republic of Tatarstan.
January 1995 - May 1998 - Prime Minister of the Republic of Tatarstan.
From 27 May 1998 till now - Chairman of the State Council of the Republic of Tatarstan.
Elected as people`s deputy of the Almetyevsk City Council of People`s Deputies for several terms.
From 1990 - people`s deputy of the Republic of Tatarstan. People’s deputy of the State Council of the Republic of Tatarstan of 3rd convocation from south-eastern single member constituency No 33, proposed by the United Russia political party.
May 1998 - January 2002 - member of the Committee for federation affairs, federative treaty and regional policy of the Federal Assembly of the Russian Federation.
From July 1999 till now - leader of the Republican social movement "Tatarstan-new century".
2001-2005 - Vice-President of the Association of economic interaction of the Russian Federation "Great Volga".
From 2001 - member of the Russian delegation in the Congress of Local and Regional Authorities of Europe of the Council of Europe. From 2003 - Deputy Chairman of the Committee on Culture and Education of the Camber of Regions of the Congress of Local and Regional Authorities of Europe. From 2004 till now - Chairman of the Committee on Culture and Education of the Camber of Regions of the Congress of Local and Regional Authorities of Europe.
November 2010 has been elected to the bureau of the Assembly of European Regions.
August 2003 till now - Secretary of the political council of the Tatarstan regional branch of United Russia.
March 2005-March 2007 - coordinator of the Association of leaders of legislative (representative) bodies of state power of the subjects of the Russian Federation of the Volga Federal District.
March 2006 till now - Deputy Chairman of the joint commission on national policy and relations of the state and religious organization under the Federation Council of the Federal Assembly of the Russian Federation.
April 2007 till now - member of the Presidium of the Council for interaction of the Federation Council of the Federal Assembly of the Russian Federation with legislative (representative) bodies of state power of the RF subjects (the Council of legislators).
Chairman of the Peoples’ Assembly of the Republic of Tatarstan.
Awarded with Order of Friendship (1997), Order of Honour (2005), Order "For Merits before the Republic of Tatarstan" (2007), Certificate of Honour of the Government of the Russian Federation (1997), Certificate of Honour of the Federation Council of the Russian Federation, Certificate of Honour of the State Duma of the Federal Assembly of the Russian Federation (2007).
Awarded with Decoration of Honour of Federation Council of the Federal Assembly of the Russian Federation "For merits in development of parliamentarism" (2007), decoration "For Merits in strengthening of consolidation with the Chamber of Accounts of the Russian Federation" (2007). Prize winner of "Russian national Olympus" in nomination "Speaker of the Year", awarded with the Russian highest public award "For Honour and Valour" (November 2005).
Doctor of Politics, Academician of the Academy of Technological Sciences of the Russian Federation. Author of a number of monographs and numerous publications on issues of the federative system, inter-ethic relations, politics and economy of the transition period.
Married with son and daughter.
