Kandilov Valery Petrovich was born on January 8, 1952 in Pestretsy, Tatar ASSR.

Higher education: Kazan Aviation Institute (1975, mechanical engineer), Tashkent Polytechnic Institute (1978, engineer-economist), Marxism-Leninism University of the Tatar CPSU Committee (1981).

1975-1978 - engineer of Chkalov Aviation Production Association (Tashkent).

1978-1982 - deputy director of transport company of the trust "Tatgrazhdanstroi", then deputy head of department "VNIITatnasosmash".

1982-1992 - instructor of organizational department of Privolzhsky CPSU Committee of Kazan, instructor, deputy head of organizational department of Kazan CPSU Committee, head of information department, answer-organizer, head of automation department of the Tatar CPSU Committee.

1991-1992 - head of Information center of the Administration of the President of the Republic of Tatarstan.

1992-1993 - head of Information center to the RT Cabinet.

1993-2000 - worked in the RT State Council: head of information department for the Secretariat maintenance, head of information-technological department for the staff maintenance, head of information-technical department for State Council's activities maintenance.

Since March 27, 2000 - acting chairman of the State Committee of the Republic of Tatarstan for Statistics.

Since May 31, 2000 - chairman of the State Committee of the Republic of Tatarstan for Statistics.

Married, a daughter.
