In 1970 he started his labour activity as a collective farmer in a farm named after Kalinin (Yangijulsky district of Tashkent region, Uzbek Soviet Socialist Republic). After his service in the Soviet Army he worked as a locksmith-adjuster in a ship company of Leningrad Baltic plant named after S. Ordzhonikidze.
In 1974 he entered the Oriental Faculty of Leningrad State University, which he graduated from in 1979. He is a historian-orientalist by speciality.
After graduating from the university he worked as a military interpreter in the People's Democratic Republic of Yemen.
From 1982 he was a library employee, from 1983 to 1991 - an assistant lecturer in Kazan State University, at the same time - a lecturer of the Institute of Social Sciences of the republic of Yemen, the city of Aden.
From 1991 he was Advisor to the President of the Republic of Tatarstan on International Affairs, since 1994 he has been State Advisor to the President of the Republic of Tatarstan on International Affairs.
In 1995 he was appointed Director of the Department of Foreign Relations to the President of the Republic of Tatarstan - State Advisor to the President of the Republic of Tatarstan on International Affairs.
Since March 2010 - Director of the Department of Foreign Relations to the President of the Republic of Tatarstan - Aide to the President of the Republic of Tatarstan on International Affairs.
Since March 2011 - Aide to the President of the Republic of Tatarstan.
He is conferred the Badge of Honour and medals.
