The work has been performed in all the 1,136 buildings included in the 2010 plan, a meeting at the Tatarstan Cabinet of Ministers, chaired by Prime Minister Ildar Khalikov, said today.
The Tatarstan construction, architecture and housing minister Marat Khusnullin said of the 1,136 completed houses, 1,000 had been accepted by the State Housing Inspectorate. According to the State Housing Inspectorate, 136 buildings in 11 municipalities had not been accepted due to sub-standard quality, incomplete set of delivery documents and absence of registration of the deal in the ETIS system. The SHI has received statements of acceptance worth 5.972 billion roubles (97 percent of the annual integrated repairs). The issue of owners transferring own funds to management companies’s accounts still remains. As of now, a total of 1.28 billion roubles, 78 percent of the planned funding, has been transferred to the General Investment and Construction Department. There are incidents, M. Khusnullin said, of funds being collected from flat owners but never making it to designated accounts – 35 million roubles in 8 municipalities. |
| Marat Akhmetov: “We will not be able to cope with the coming winter without a stimulus” The Tatarstan Agriculture Ministry has today held a meeting dealing with the results of cattle reproduction and safety during the summer season and in the autumn-winter season. The Tatarstan agriculture minister Marat Akhmetov chaired the meeting.
Attendees were chiefs of food and agriculture departments from Tatarstan's internal regions, consultants on animal breeding from the said departments, as well as the heads of the larger agricultural holdings and investors. The wintering period, the Tatarstan agriculture minister said, will this year be complicated by the anomalously dry last summer. The damages caused by the drought in the Russian regions are still being calculated, M. Akhmetov noted. While the figure initially was 30 billion roubles, it is now 69 billion. The Russian Agriculture Ministry is facing the challenge of recompensing the drought-related losses without depriving the regions. In this situation, Tatarstan can only hope for the second tranche of financial aid to be allocated from the federal budget. The agriculture minister went on to discuss issues related to the upcoming cattle wintering. He told the present investors they understated the fodder conservation figures, to receive bigger compensation for the drought. This caused the Tatarstan Agriculture Ministry not knowing exactly the amount of laid in fodder. “True figures on fodder conservation should be presented,” M. Akhmetov urged the meeting. He said if Tatarstan was unable this year to achieve in terms of grain harvest, its positions in dairy farming should at least be retained, preventing the reduction of dairy cattle. This is quite possible, he said, since Tatarstan has in the 9 months of 2010 sold 50 percent more milk than last year. This is accounted for by the substantial government support, M. Akhmetov considers. The prospects for the upcoming wintering are alarming, the minister continued. No high results can be achieved considering that the milker’s salary is 5-6 thousand roubles, or 4 percent of the cost of milk. This is complicated by the fact that a milker has to see to that the milking machines are clean to being sterile, take care of the cattle and make sure calf crops are good, which greatly increases the workload. |
