The House of the State Council of the Republic of Tatarstan

The State Council (parliament) is the supreme representative and legislative authority. The State Council of the Republic of Tatarstan shall be elected for the term of five years. It consists of 100 deputies, 50 of which are elected in single-mandate constituencies, and 50 in single republican constituency on the party lists of candidates to deputies nominated for election by electoral unions and blocs. To gain representative in the RT State Council on the party lists, in most of the cases it is required to break the 7 percent threshold. Every citizen of the Republic of Tatarstan aged over 21 may be elected deputy of the State Council of the Republic of Tatarstan.

It is headed by the Chairman of the State Council of the Republic of Tatarstan. The parliament adopts and modifies the Constitution, regulates the jurisdiction subjects of the Republic of Tatarstan and subjects of joint jurisdiction of the Russian Federation and its subjects intra vires the Republic of Tatarstan, sets the administrative-territorial structure of the Republic of Tatarstan and the procedure of its modification, establishes the procedure of organisation and activity of republican and local authorities, passes the state budget and so on.

The parliament elects the Constitutional Court, approves of the candidatures of Prime Minister, Chairman and Deputy Chairman of the Constitutional Court, elects Justices of the Peace, Representative for the Human Rights in the Republic of Tatarstan, co-ordinates a candidate for the post of Public Prosecutor of the Republic of Tatarstan.

According to Article 82 of the Constitution of the Republic of Tatarstan, the Chairman of the State Council of the Republic of Tatarstan shall head the State Council and preside its sessions, organise the work of the State Council, represent the State Council in relations with other state bodies of the Republic of Tatarstan and the bodies of local self-government, federal bodies of authority, parliaments of other states, public associations, carry out other powers provided by the Constitution, laws of the Republic of Tatarstan and the Regulations of the State Council of the Republic of Tatarstan.

Presidium of the State Council of the Republic of Tatarstan

According to the Regulations, the Presidium of the State Council convenes and prepares sessions and plenary sessions of the State Council, coordinates activity of standing and other committees, Committee for parliamentary control, assists People's Deputies of the Republic of Tatarstan in their work and provides them with necessary information, organizes popular votes (referenda) as well as national discussions of bills of the Republic of Tatarstan and other most important issues of national life, publishes laws of the Republic of Tatarstan and other acts adopted by the State Council and its Presidium, solves other organizational issues.
