Local government bodies
Local government bodies are not part of the system of state power. The structure of local government bodies consists of the representative body of the municipal district, the head of the municipal district, the administration of the municipal district, the control authority of the municipal district, other bodies and elective officials of local government as stipulated by the charter of the municipal district and that exercise their own powers over issues of local significance.
The term of office of elective local government bodies, elective local government officials is determined by the charter of the municipal district and cannot be shorter than two years and longer than five years.
The exclusive competence of the representative body of the municipal district covers:
1) adoption of the charter of the municipal district and introduction of amendments and additions;
2) approval of the local budget and the statement on its implementation;
3) introduction, revision and abolition of local taxes and duties as provided by the legislation of the Russian Federation on taxes and duties;
4) adoption of plans and programmes for development of the municipal district, approval of statements on their implementation;
5) establishment of the procedure of management and disposal of municipal property;
6) establishment of the procedure of the decision-making process on creation, reorganization and liquidation of the municipal enterprises and establishments, setting of rates for services of municipal enterprises and establishments;
7) establishment of the procedure of participation of the municipal district in organizations of inter-municipal cooperation;
8) establishment of the procedure of material, technical and organizational maintenance of functioning of local government bodies.
The head of the municipal district is the highest ranking official of the municipal district and exercises own powers over issues of local significance in accordance with charter of the municipal district. In line with the charter the head of the municipal district is either elected in municipal election or by and from the representative body of the municipal district. Powers of the head of the municipal district are provided by the charter of the municipal district and decisions of the representative body of the municipal district.
