Without any doubts Tatarstan is considered to be the republic under construction. Within the past few years the republic has been conducting large scale construction: the new plants (the complex of petrochemical and oil processing plants in the city of Nizhnekamsk – OJSC ‘TANEKO’) have been developing, construction of plant producing ammonia in the city of Mendeleevsk – OJSC ‘Ammonia’, and other. Such a large transport objects as Kazan underground railway system and International airport ‘Kazan’ are also being developed.

Besides, we may observe reconstruction and reparation of the historical center of Tatarstan’s capital, 1000-year anniversary of which the Republic raged in the year of 2005. In this case particular attention is paid to rescuing of architect treasure of the city of Kazan. The permanent work is being carried under an architect complex of Sviyazhsk, Elabuga, Bulgar.

In addition, there is house construction being implemented in the republic.

In 2004 the republic finished the program of liquidation of dilapidated housing fund and reconstruction of residential quarters of dilapidated habitation, which has been conducted in the Republic of Tatarstan since 1996 and has no analogues in Russia. By the results of its realization within the past nine years, 48.000 families got improved their habitat conditions. The republic and local non-budgetary fund devoted 21.13 bln rub for a new housing development. 2820.7 thousand square meters of housing were built.

Realization of priority national project called ‘Available and comfortable housing for citizens of Russia’ has given new impulse for developing construction system in the republic. In 2008, 2.2 mln square meters of housing were provided (102.8% according to the proper action plan, and 102.9% - comparable to 2007). Two thirds of annual housing input was provided by the biggest municipal establishments of the city of Kazan, Naberezhnye Chelny, municipal districts of Nizhnekamsk and Almetevsk.

The presidium of the State Council of the Russian Federation, conducted in January 2007, proved accuracy of chosen by the republic direction concerning state support in acquisition of housing through the program of social mortgage by people whose income is low. In 2008 this program made 709 thousand square meters of housing available (in 2007 it made more then 611 thousand square meters). In 2009 approved investment and financial plans will allow to provide 800 thousand square meters of housing, which includes 300 thousand square meters of housing set to be provided only in Kazan (in 2008 the city presented 162 thousand square meters).

Financial-economic crisis entered changes into the house builders plans – construction of the part of residential buildings was suspended. However, in general in January-February 2009 the republic provided 449.1 thousand square meters of housing, which makes 22.5% of annual plan. This amount includes – 320 thousand square meters of multistage habitation built by different organizations, and 128.7 thousand square meters of proper habitation built by citizens them self.

Tatarstan expands active work in reformation of housing and public utilities. Implementing actions allow to promote housing and public utilities of the republic on its way to effective branch of economy functioning on the base of real business taking into account population’s interest.

In April 15, 2008, in Moscow, the state corporation ‘The fund assisting reformations of housing and public utilities’ and the Republic of Tatarstan signed an agreement about co-financing into regional programs concerning capital repair of multiple-dwelling buildings. In total sum, in 2008, 4.2 bln rub were spent for this purpose. As the result, 2.060 multiple-dwelling buildings which place 400.000 people were fixed. Besides that 1.5 bln rub were devoted for realization of priority programs concerning accomplishment, capital repair of roads, and developing of engineer infrastructure of inhabited locality.

In February 25, 2009, in Kazan, the state corporation ‘The fund assisting reformations of housing and public utilities’ and the Republic of Tatarstan signed an agreement, according to which the Fund will devote to the republic 4.71 bln rub for capital repair of multiple-dwelling buildings on the territory of the RT. The total volume of financing the program of capital repair of multiple-dwelling buildings in the republic of Tatarstan in 2009 makes 9.7 bln rub, which includes: 4.71 bln rub devoted by the Fund; 3.45 bln rub devoted by the republican budget; 1.1 bln rub – from local budget; 486 mln rub – proprietors finances. It is planned to implement capital repair of 2.344 multiple-dwelling buildings, with total floor space of 7.9 mln square meters.
